Held on October 22nd during One Ocean Week Seattle, this session will focus on regional efforts across Alaska and the Pacific Northwest to modernize infrastructure, build workforce capacity, and adapt to environmental and economic changes.

Meet the Panelists


Dr. Spencer Cohen is principal and founder of High Peak Strategy LLC, an economics and research consulting firm based in Seattle, Washington specializing in port operations, regional economic analysis, international trade research, and U.S.-China relations. High Peak Strategy LLC works with a diverse range of clients, including ports, maritime association, economic development organizations, industrial development authorities, engineering firms, industry and trade associations, and local governments.

Dr. Cohen is a leading expert in port and trade economics, economic impact modeling, labor market analysis, and regional economic development. He has worked with clients across the U.S. and abroad, including in Florida, Washington, California, Texas, Arizona, Nevada, Colorado, Georgia, and the Asian Development Bank.

Dr. Cohen has a PhD in geography (economic geography) from the University of Washington, where his research examined land markets and local government finance in China. He has lived, studied, and conducted research in China and has advanced fluency in Mandarin Chinese (spoken and reading). He was a 2021-2023 National Committee on U.S.-China Relations Public Intellectuals Program Fellow and 2023 American Mandarin Society fellow. Spencer serves on the board of the Seattle Economics Council and is an affiliate faculty with the University of Washington Department of Geography. He holds a BA in mathematics and history (double major) from the University of Connecticut and an MA in China Studies from the University of Washington.



Hannah Lindoff is a life-long Alaskan and the Executive Director of SeaShare, a non-profit organization that works collectively with the seafood industry to donate seafood to food banks and feeding programs throughout the US. In 2024 SeaShare participated in seafood rescue, prohibited species donations, grant-funded purchases and annual pledged donations from seafood companies to bring 6.8 million servings of nutrient-rich seafood to those in need.

Prior to joining SeaShare, Hannah served as the Sr. Director of the Global Marketing and Strategy at the Alaska Seafood Marketing Institute (ASMI) where she managed nine regional marketing programs throughout the world. From 2019-2024 Hannah served on the Certified Seafood Collaborative (CSC) board which oversaw the Responsible Fisheries Management (RFM) certification, which has now transitioned to Certified Seafood International (CSI) and she currently serves on the Alaska CSI committee and the board of the Global Seafood Alliance.

In 2017 Hannah received her Master’s Degree in Creative Writing from the University of Alaska, Anchorage. She holds a Bachelor of Arts in English from Mary Washington College and is also the author of several books for children. Hannah lives in Juneau, Alaska with her husband and three children and together they also run a small oyster farm near the village of Hoonah.

Stefanie Moreland is Executive Vice President of Public Affairs at Trident Seafoods and has served on its Executive Team since 2019. She leads Trident’s Government Relations and Corporate Social Responsibility strategies, drawing on more than 20 years of experience in fisheries and public policy development.

Ms. Moreland is a recognized leader in global seafood sustainability, labor standards, fisheries management, and marine ecosystem research. She actively contributes to multi-stakeholder forums and initiatives that promote best practices in fisheries conservation, supply chain transparency, and ethical workplace standards across the seafood industry.

She serves on the boards of several key seafood and regional trade associations, including the Pacific Seafood Processors Association, At-Sea Processors Association, and Alaska Fisheries Development Foundation.

Taylor Drew Holshouser is a partner at Seamark, an Anchorage-based consulting firm specializing in the seafood industry and sustainable resource development. Previously, he was an investor at Builders Vision, where he helped manage a $1.6 billion endowment and $125 million portfolio focused on ocean health and sustainable seafood. He advises several organizations, including the Prince William Sound Science Center and the Alaska Fisheries Development Foundation, and holds a B.A. in Humanities from Yale University.

John is the current Seafood Technical Director at the Alaska Seafood Marketing Institute, having the great privilege of representing the seafood producers of Alaska in a diverse set of projects, outreach efforts, and events. John has been involved in seafood for roughly a decade, having been drawn to the industry by a keen interest in the health benefits regular fish consumption offers.

At ASMI, John works extensively on seafood topics with a wide variety of individuals from across the sector. These topics have a high degree of variance, from direct research as well as generation of outreach and educational materials for numerous audiences, and engaging on industry’s behalf on intra-agency endeavors. John serves as an industry resource on technical matters, has been the principal investigator on numerous NOAA Saltonstall-Kennedy Grant projects, and has also served as President of the Pacific Fisheries Technologists annual conference.

Meet the Moderator

Since in 1994, Julie Decker has worked in the Alaska seafood industry in a variety of positions, including seafood processing, commercial fishing and diving, vessel owner, and executive management of both seafood processing businesses and trade organizations. Currently, Decker is President of the Pacific Seafood Processors Association (PSPA).

Decker lives with her husband in Wrangell, Alaska, where they raised their family commercial fishing in the summers. She has also served on various boards and committees working to support the seafood industry, including the United Fishermen of Alaska, Alaska Seafood Marketing Institute, Southeast Conference, Wrangell Borough Assembly, Alaska Mariculture Alliance, and Global Seafood Alliance.

Decker holds a bachelor’s degree from Northwestern University, and a Master of Public Administration, with a concentration in Natural Resource Management, from University of Alaska Southeast. In 2013, Decker was presented the Ernest Gruening Award for “Outstanding Graduate Student”. In 2021, Decker was named a “Highliner” by National Fisherman.
